Los Angeles successfully appealed that Texas runner Adolis Garcia failed to touch third base during Saturday's game, with 3B Umpire Nic Lentz declaring the out to take a run off the board. What's the rule? Article: https://www.closecallsports.com/2021/06/last-time-by-touch-failure-costs-texas.html Official Baseball Rule 5.09(c)(2) governing appeal plays states that a runner is out on appeal when they fail to touch each base in order before they, or a missed base, is tagged. In this situation, Garcia touched and rounded third base on teammate Joey Gallo's single off to right field off of pitcher Trevor Bauer. However, Garcia then ran back toward second base before quickly changing course again and running toward home plate, failing to touch third base both on his way back to second and again on his way home. By rule, did Garcia need to retouch third base? How far toward a base constitutes "passing" a base anyway? The MLB Umpire Manual contains just such an interpretation and diagram to indicate that Garcia did indeed pass third base three times on this play: Once in his initial run and round of the base in which he touched third base, a second time when retreating back toward second base, and a third time when again running to home plate to score. According to baesball's "last time by" principle, which governs base touch legality based on what the baserunner does on their "last time by" a base, Garcia was illegal and called out on appeal (his run nullified) because he failed to touch third base on his last time by—when he past third base in a beeline toward home plate. Had Garcia touched third base prior to finally running home, he would have been legal and safe on appeal, as his action in touching third base on his "last time by" would have superseded or corrected the baserunning error in failing to touch (retouch) third base in his brief retreat toward second.

Article: https://www.closecallsports.com/2021/06/mlb-ejection-072-sean-barber-dusty.html This hybrid infield fly rule review / ejection report covers just a piece of an odd night at Fenway Park that first saw a 6th inning fly ball from the bat of Boston's Rafael Devers look like a sure out for fielder Correa, and properly resulted in an infield fly ruling with first and second occupied and less than two out, with Tumpane ruling that Correa, as an infielder, could have caught the ball with ordinary effort, as prescribed by the infield fly rule. Note that the infield fly rule specifically states, "the umpire is to rule whether the ball could ordinarily have been handled by an infielder - not by some arbitrary limitation such as the grass, or the base lines." In other words, it matters little *where* the ball ultimately ended up—on the outfield grass vs the infield dirt, for instance. Instead, what matters is whether or not a fielder could catch the ball with ordinary effort and, in this case, Tumpane called the infield fly because Correa appeared to be squared or camped under the ball....before dropping it (the infield fly call is generally made prior to the fielder actually catching [or in this case dropping] the baseball). As for the ejection in the 7th inning, HP Umpire Barber ruled a fair ball off the bat of Astros batter Yuli Gurriel, hit in front of home plate and fielded by catcher Christian Vasquez in fair territory, Barber also ruling the ball did not make contact with Gurriel (which would have caused it to become dead—either a foul ball [if in the box in the aftermath of the swing] or interference [if out of the box after the hit]). Although Houston looked to stop playing and treated it as a foul ball based on Gurriel's reaction to the hit and despite Barber signaling the ball fair, Boston played on and retired both Gurriel at first base and baserunner Yordan Alvarez as he ran toward second base.

When Team USA batter Triston Casas' fly ball to deep right field stuck on top of the outfield wall, umpires ruled the play a home run, resulting in a Replay Review in which the call was overturned to a double. Article: https://www.closecallsports.com/2021/06/canada-protests-hr-vs-2b-runner.html When making the call, the Replay Official placed batter-runner Casas at second base, but awarded baserunner R1 Logan Forsythe home plate, ruling he would have advanced three bases had the proper call been made as the initial call. Team Canada protested the game, which resulted in a 20-minute delay during which the WBSC denied the protest and Forsythe was permitted to score. What is the proper call for a ball that comes to rest on top of an outfield fence? The Official Baseball Rules (the rulebook used by WBSC for its Olympic Qualifier games) prescribes that runners get two bases (from time of pitch) if a batted ball sticks in a fence. The MLB Umpire Manual interpretation regarding this rule states, "A fair fly ball striking the top of the outfield wall and remaining on the top of the wall shall be deemed a ground-rule double." In rendering a decision, the Replay Official purportedly declared that Canada right fielder Jesse Hodges jumping up to play the stuck ball was key in declaring the ball live and in play, but this contradicts years of MLB Replay Reviews in which decisions have been made to declare balls stuck in or under the outfield wall regardless of whether the defensive player attempts to retrieve the ball. Although past practice—pre-replay and games without video review—dictates that an umpire will generally keep such play alive due to the fielder grabbing and removing the ball before the umpire has an opportunity to determine whether or not it was indeed lodged or stuck, expanded Replay Review offered an opportunity to instantaneously declare a ball stuck via video, whether or not the fielder subsequently played it. Replays appear to indicate the ball game to rest atop the right field wall in the Team Canada vs Team USA game, meaning all else equal, the MLBUM interpretation should have applied.

Unfortunately for anyone within earshot of the TV broadcast, the runner's lane does not apply to a tag play. Official Baseball Rule 5.09(b)(1) is the relevant rule and states, "any runner is out when they run more than three feet away from their base path to avoid being tagged unless their action is to avoid interference with a fielder fielding a batted ball. A runner’s base path is established when the tag attempt occurs and is a straight line from the runner to the base they are attempting to reach safely." Official Baseball Rule 5.09(a)(11) is the only provision that refers to the runner's lane and specifies that a runner is out when failing to run within the lane "interferes with the fielder taking the throw at first base." With no throw and no fielder taking the throw, there can be no runner's lane interference. Because this is the only rule that references the runner's lane in the rulebook, if this rule does not apply, the runner's lane is similarly inapplicable. This is an out of the base path play—did Kiermaier run more than three feet away from his base path to avoid being tagged? Note that the batter-runner begins in foul territory at the moment of the tag attempt, meaning the line becomes somewhat of a misnomer: we can USE the line and the runner's lane itself as reference points to determine what three feet actually looks like (the lane is three-feet wide), but the line and lane are irrelevant for an out of the base path play. There is no such rule as "out of the baseline."
