The district, which is located in Lower Saxony, was created for the 1949 election, the first election in West Germany after World War II. The constituency consists of the independent town of Delmenhorst and the counties of Oldenburg and Wesermarsch.The constituency was won by the Social Democratic Party of Germany in the 1969 election.
The Delmenhorst–Hesepe railway is a single-track, non-electrified railway line from Delmenhorst to Hesepe, both in the German state of Lower Saxony. The line was opened in four stages between 1888 and 1900.
