Rutgers has a quarterback, so why don't Iowa or Wisconsin?
Rutgers has a 4-star quarterback set to potentially take over as starter this spring, but Iowa and Wisconsin have been stuck in the mud offensively in big games because of a lack of an elite quarterback.
